It looks like the driver is aware of the situation by driving against the right side of the road so the load just touch the yellow line in the middle. Not recommendable for greater distances I guess.
So would I as I have had stuff come out of the back of a pickup before now. My wife just missed being hit by some bails comming off a lorry once, they ended up all over the road. Why the overload like that I do not understand

I'd be uncomfortable behind this guy and give him a wide berth. You know things have to be flying off for one thing and I always imagine those bails falling off and me going into a ditch and that would be especially bad when pulling a trailer, A good time for a rest stop and making kitty tracks! yeah, see quite a bit of that in texas, too. duelly trucks hauling trailers overpiled with round bales.
We see these often in Texas...those huge bales crammed onto a small trailer, and hanging over the sides.
I wouldn't feel safe driving it, following it or overtaking it.
